What’s happening inside Penang’s 5km+ chip design ecosystem? 💻🧩

Penang Silicon Design @5km+ brings together the resources that chip design businesses need to grow: workspace, talent, technical tools and industry connections.

📍 What is it trying to achieve?

Led by InvestPenang under the Penang State Government, the initiative connects government, academia and industry. Its purpose is to strengthen Malaysia’s chip design capabilities, support AI innovation and move further upstream in the semiconductor value chain.

🏢 Three pillars support the ecosystem

① Penang IC Design & Digital Park
Approximately one million square feet of hybrid office and laboratory space in Bayan Lepas for IC design, R&D and digital companies.

② Penang Chip Design Academy
A PSDC-led talent platform offering practical training in areas such as design verification, physical design, custom layout and analog circuits.

③ Silicon Research & Incubation Space
A hub at GBS TechSpace connecting chip design companies with workspace, mentorship, design tools and technical collaborators.

🤝 Why should SMEs pay attention?

Chip design teams need access to skilled engineers, software, testing equipment and partners.

For relevant SMEs, this ecosystem can help bridge those gaps as they develop and validate products. Access to specific resources depends on programme requirements and arrangements.

🧪 A practical development

On 3 February 2026, Penang opened a Shared Lab for IC Design Validation & Characterisation.

The facility supports testing after chips are fabricated and is accessible to IC design companies across Penang, beyond the incubation programme’s occupants.

🚀 A real example of business connections

In August 2025, Lift-Off with PSD@5KM+ connected 12 Penang-based IC design companies with six venture capital and private equity firms, alongside more than 30 multinational corporations.

Participants included Oppstar, SkyeChip and Silicon X. It demonstrates the initiative’s business matching role; participation does not establish that funding or contracts were secured.

💭 My take

The opportunity lies in how these resources work together. A growing chip design company may need training today, validation equipment next, and an industry partner later.

Having those connections within one ecosystem could make the path from design to product more manageable.

If you work in IC design, electronics R&D or related technology services, this is a Penang initiative worth exploring. 🔍
